BOLIVIA: Emergency declared in Santa Cruz

Politicians in Santa Cruz are already comparing their capital with Ciudad Juárez in its heyday as the ‘murder capital’ of Mexico. The government has declared a state of emergency in the department and ordered a roundup of all undocumented foreigners, on the grounds that they are the main culprits of a spate of killings, in which the drugs trade is thought to have played a part.
