GUATEMALA-BELIZE | Referendum called off. The Guatemala government announced on 22 April that it was calling off the referendum agreed with Belize on the submission of their territorial dispute to the International Court of Justice (ICJ) at The Hague, scheduled to take place simultaneously in both countries. Guatemala’s Foreign Minister Fernando Carrera said that the conditions were not ripe for the referendum because Belize had rejected two Guatemalan demands; that the event be held later and that Belize should amend its electoral legislation.
