MEXICO: Legal vacuums hold up security strategy

One of the reasons the implementation of President Enrique Peña Nieto’s public security strategy is moving so slowly is the patchy adoption of the agreed unification of police force command at state level, partly held up by the absence of appropriate legislation. Also only partly adopted by the states is the penal reform approved by congress five years ago, with the lack of necessary legislation among the reasons.
