The president of the Partido Comunista, Guillermo Teillier, announced
this week that the PC would form a joint list of candidates with the ruling
Concertación for some seats in December's congressional elections. His
announcement comes days after former president Eduardo Frei, the most likely
presidential candidate of the Concertación, promised to reform the constitution
and the Pinochet-era binominal electoral system, if he is elected, to give
left-wing parties the chance to secure a congressional presence of their
