MEXICO: Pace of killings slows

The good news for the government is that outside Chihuahua the pace of killing by gangsters appears to be slowing down from last year's rate. There are two worrying developments, however. The first is that gangsters have widened their area of operations: on 3 February they murdered a recently retired general who had just accepted a job to advise the mayor of Cancún on security issues. The second development is that a range of ordinary people have started to take their own security measures, demonstrating how little trust they have in the police.
