Almost a mirror image of Silala

The Lauca river dispute is unlike that of the Silala in many ways. It is undisputedly a transboundary river and it is born in Chile. It is Chile that is accused of diverting its waters. And it is Bolivia, not Chile that has on many occasions shown reluctance to proceed with negotiations that had got under way.
