VENEZUELA: Chávez centralises power

President Hugo Chávez announced the transferral of the administration of Venezuela's ports and airports from state governments to the national government this week. He ordered the navy to take over three ports - all in states controlled by the opposition. The move comes days after Chávez sent in the military to seize selected privately owned rice-processing factories deemed to be flouting government price controls and quotas [WR-09-10].
