PARAGUAY: Taming the Paseros

In his determination to strengthen Paraguay’s domestic economy, President Horacio Cartes has turned his attention to the local contraband industry. While the government’s efforts have been applauded by the local private sector; they also have resulted in social unrest, with local paseros, small scale cross border peddlers, staging demonstrations.
