Weekly Report - 23 April 2009 (WR-09-16)

The commander of the Peruvian army, General Otto Guibovich, argued this week that unless steps are taken to prevent Sendero Luminoso from growing then “before we know it we'll have a Farc on our hands". The suggestion that Sendero could become as formidable as the Fuerzas Armadas Revolucionarias de Colombia runs somewhat counter to the government's persistent claim that it is fighting the remnants of a depleted guerrilla force.
