Arturo Valenzuela got the nod this week from US President Barack
Obama to head US foreign policy in the region. He replaces Thomas Shannon as US
Assistant Secretary of State for Western Hemisphere Affairs, pending
confirmation by the Senate. Days earlier, Gil Kerlikowske was confirmed by the
Senate as the new head of the White House Office of National Drug Control Policy
(ONDCP), or drug czar. Both appointments mark a significant break with the Bush
administration. Valenzuela advocates charting a new course on Cuba and
strengthening multilateral institutions, especially the Organization of American
States (OAS). Kerlikowske will place an emphasis on reducing demand for illicit
drugs in the US and not just drug interdictions and combating drug
