Peruvians see insecurity as their biggest problem, and are not convinced that the government of President Ollanta Humala is capable of solving it. This poses a big problem for Humala, who half-way through his four-year term of office, has seen his approval rating falling to its lowest levels yet, with the October regional and municipal elections now looming. The often repeated argument that Peru has one of the lowest homicide rates in the region does not seem to have modified the public’s perception of insecurity.
