President Fernando Lugo did not have much to celebrate to mark the culmination of his first year in office on 15 August. The one campaign promise upon which he has partially delivered - a revised deal with Brazil over the shared hydroelectric dam, Itaipú [WR-09-29] - prompted criticism that he was outmanoeuvred and should have pushed for more. His tentative efforts to implement the profound political and judicial reform he promised have been confounded by the firm opposition of congress and the supreme court.
