Military investment. Local media reports that the government of President Evo Morales is investing in the military on a scale “unprecedented" since the Chaco War with Paraguay in the 1930s, have provoked a reaction from Paraguay. Following a report published in El Deber that Bolivia has spent US$70m on defence in the last three years, and is seeking to buy Russian arms worth US$100m, Paraguay's foreign ministry called on the Bolivian government to explain intentions with regard to the proposed purchase of weapons. Bolivia's defence minister, Walker San Miguel, has already stressed that the move should not be interpreted as a threat and the equipment would be used for the war on drugs and in response to natural disasters, among other activities.
