Maduro did not inherit all of the votes Chávez used to attract. He did inherit Chávez’s failure to make Venezuela self-sufficient in food, and this, plus the corset created by the government-managed foreign exchange market, have been leading to the rapid erosion of the gains made by Chávez on the social front.
