Venezuela's President Hugo Chávez has restructured
his Council of Ministers, creating six vice-presidencies. The stated objective
is to deepen the Bolivarian Revolution, imbue the Council with a political,
rather than merely administrative, dimension, and “improve cohesion". The new
entity is a replica of the Cuban Council of Ministers, although the six
Vice-Presidents have slightly different responsibilities. One of their principal
challenges, Chávez spelt out at a Council meeting on 19 September, will be
ensuring that the ruling Partido Socialista Unido de Venezuela (PSUV) wins a
two-thirds majority in the elections to the 167-seat national assembly next
