Congress has approved
a set of new electoral regulations that should be in place for next year's
general elections if President Lula da Silva sanctions the bill, as expected, by
the deadline of 3 October. But, the electoral reform, as the new regulations
were dubbed, failed to promote any significant advancement of Brazil's political
system, establishing only superficial changes in the current electoral
regulations while still allowing candidacies of politicians convicted of a crime
