This week the public prosecutor's office formally charged Leopoldo
Fernández, the former prefect of Pando, with six different crimes, including
murder and terrorism, in relation to the September 2008 Pando massacre in which
at least 16 government supporters were killed. This is unlikely to result in
immediate action, given the parlous state of the Bolivian judiciary, but the
uncertainty over Fernández's future has an electoral benefit for the government
of President Evo Morales: Fernández is running as vice-presidential candidate in
December's elections on the ticket of the main opposition candidate, Manfred
Reyes Villa, of the Plan Progreso para Bolivia-Autonomía para Bolivia
