The government's war on organised crime is starting to deliver a
steady stream of good headlines. First, there was the operation on 16 December
which culminated with the death of Arturo Beltrán Leyva, a prominent gangster.
Then, on 12 January the government followed this success up with the arrest of
Eduardo Teodoro García Simental, alias “El Teo", who headed the Arellano Félix
gang, which controls the drug business in Tijuana. The problem is that between
these undeniable successes a lot of innocent people are being killed by
gangsters. In the first 10 days of 2010, 283 people were killed by gangsters and
