SOCIAL & HEALTH: DRUGS - Placing cannabis production in the hands of the state

Of all of President José Mujica’s initiatives the one that attracted most international attention was the decriminalisation of the production and sale of cannabis and the regulation of both by the state, which put him on a collision course with the International Narcotics Control Board (INCB). This scheme took a long time to mature and was put in place against a backdrop of widespread public disapproval. Its last, critical phase — making controlled cannabis available in pharmacies — was left in the hands of Mujica’s successor.
