OVERLAND TRANSPORT - Trying to redress years of neglecting rail and roads

In early 2013 Mujica was warning that Uruguay could fail to get the best out of promising soya and maize harvests because of ‘a crisis in road, port, and general logistics infrastructure’. Hopes that legislation introduced in 2011 allowing the formation of public-private partnerships (PPPs) would help turn around the situation had come to naught: no PPP deals for roads had been signed by 2013.
