EDUCATION - Gearing up for new ‘national accord’

One of President José Mujica’s inaugural slogans was, ‘Education, education, education’. Just over two years into his term he was able to persuade all political parties to sign a ‘national accord’ on education reform. By late 2013, as electioneering was getting under way, the opposition candidates were calling for a ‘new’ accord on education — most of them saying that little had been achieved.
