Mexico’s defence ministry (Sedena) issued a statement on 3 July insisting that soldiers involved in the killing of 22 people in Tlatlaya in the Estado de México in June last year, followed appropriate rules of engagement and were instructed to have “unrestricted” respect for human rights.
