Two students were killed in protests in the western state of Mérida
this week after cable companies dropped the programming of Radio Caracas
Televisión Internacional (RCTVI), and five other small cable operators, under
threat of losing their licenses. The violent unrest coincided with the decisions
of high-profile cabinet ministers, including the Vice-President, to tender their
resignations. It also comes as the government is gearing up for September's
congressional elections, with the national electoral council (CNE) revising the
boundaries of several electoral districts, which the opposition argues have been
