Less than a fortnight after President Evo Morales declared the “birth of the
new plurinational state of Bolivia" [WR-10-04], one of the first instances of
“community justice" - a core provision of the indigenous autonomy model as
established by the new constitution - is proving highly problematic for the
ruling Movimiento al Socialismo (MAS). The case involves none other than the MAS
indigenous candidate for the governorship of La Paz, Félix Patzi. It not only
serves to undermine what is a controversial principle of the new constitution,
exposing the difficulties of reconciling different jurisdictions, but could also
prove damaging to the ruling party ahead of April's regional elections: La Paz
is a crucial seat for the government.
