MEXICO | Senate updates army law. The senate approved changes to the law controlling the army on 27 April. The bill now goes to the lower house. The senate changes are designed to regulate the current use of the army as an auxiliary police force. The changes, to the national security law, set out the terms under which the army can be deployed in Mexico. The senate draft also contemplates military personnel being prosecuted in civil courts if they break the law while on active service. This is a major change: previously soldiers and marines faced only military courts. The senate draft law bans military personnel from being deployed in political, electoral, labour or social conflicts. Initially, all military deployments will be for three months but authorisation can be renewed.
