VENEZUELA: Chávez gears up for elections

President Hugo Chávez moved on to an electoral footing last weekend. Two days before the ruling Partido Socialista Unido de Venezuela (PSUV) held primary elections on 2 May ahead of crucial congressional elections on 26 September, Chávez brought forward a 15% increase to the minimum wage to coincide with a huge pro-government march in Caracas to mark International Labour Day. In truth, Chávez rarely comes off an electoral footing - the concept of the permanent campaign is intrinsic to his brand of 21st Century socialism - but the primary elections acted as an unofficial starting gun.
