There is a growing threat that political instability in Haiti will
derail the ambitious multi-billion dollar plan for the full reconstruction of
the country after January's devastating earthquake. This week, President René
Préval pushed through congress a bill reforming the electoral law to allow him
to stay in office until 14 May 2011 - three months beyond the end of his mandate
on 7 February - in the event that elections cannot be held before the end of the
year. The opposition staged a protest calling for Préval to resign. The febrile
political atmosphere could discourage donors from supplying the funds Haiti so
