The ruling Movimiento al Socialismo (MAS)-led plurinational
legislature last week approved an autonomy transition law, setting out the rules
for the new model of decentralization as established by the February 2009
constitution. Approved days before the recently elected local government
officials are due to take up their positions on 30 May, the bill, which serves
as a stopgap in the absence of a general framework law, is the latest bone of
contention with the regional opposition; it contains articles which, the
opposition contends, were expressly designed to prevent the governors of Santa
Cruz, Tarija and Beni - the three regions which the MAS failed to win in the
