“The risk of collapse of the electricity system has disappeared,"
President Hugo Chávez announced last week. The state power corporation Corpoelec
made the bleak prediction of collapse, without significant rainfall or a sharp
reduction in usage, last December. Chávez , who implemented a five-month
rationing plan in January, to reduce consumption by 20%, said the rainy season,
which runs from May to November, was now well underway. He said the volume of
water flowing into the main reservoir, Guri, was “bad news" for the
“unpatriotic" opposition, which had hoped to capitalise on energy shortages to
