The 30-day state of emergency declared in five departments in
northern Paraguay for the purpose of tracking down leaders of the Ejército del
Pueblo Paraguayo (EPP) came to an end on 24 May. There were no telling blows
against the EPP but one to the pride of the military after soldiers mistakenly
engaged in a fierce gunfight with the police [WR-10-20]. President Fernando Lugo
said he would seek congressional support to maintain a permanent military
presence in Concepción, Amambay, San Pedro, Presidente Hayes and Alto Paraguay.
The main opposition Partido Colorado (PC) released a communiqué criticising Lugo
