Peru could soon displace Colombia as the largest producer of coca
leaf in the world, according to a report released this week by the United
Nations Office on Drugs and Crime (UNODC). The total number of hectares given
over to coca cultivation in Peru increased for the fourth year in succession in
2009, up 6.8% on 2008 to 59,900. In Colombia, meanwhile, this figure fell by 16%
on 2008 to 68,000 ha. The findings confirm the notion of the “balloon effect" -
squeeze the drugs industry in one area and it pops up elsewhere - as production
swings back to Peru from Colombia. While Colombian figures show a decline of
almost 60% since the peak of a decade ago, Peruvian figures show an increase of
