President Mauricio Funes this week announced plans to criminalise
mara gangs after an horrific bus attack by suspected members of the Mara 18 (one
of El Salvador's two main gangs) left the country reeling. While likely to win
him plaudits from the Right, the move has been strongly opposed by human rights
groups and is the latest indication of how, despite his earlier calls for a more
integrative approach to tackling crime (in line with the progressive strategy
favoured by the leftwing Frente Farabundo Martí para la Liberación Nacional
[FMLN]), Funes is now pursuing a security policy indistinguishable from his
