BOLIVIA: Bending the rule book

At the end of last week, the ruling Movimiento al Socialismo (MAS) formally declared President Evo Morales as its presidential candidate ahead of general elections in 2019. The problem for the MAS and Morales is that, in February 2016, the public voted in a popular referendum against reforming the 2009 constitution, which would effectively have allowed Morales to run for a fourth consecutive term in 2019.
