MEXICO: Difficult transition in Veracruz

The new governor of the state of Veracruz, Miguel Ángel Yunes, continues to struggle with a local funding crisis caused by the wholesale asset stripping carried out by his predecessor, Javier Duarte. Yunes, elected by a left-right opposition coalition formed by the Partido de la Revolución Democrática (PRD) and the Partido Acción Nacional (PAN) faces a daunting but potentially high-profile challenge to turn the state around.
