VENEZUELA: Chávez hits the accelerator

Land reform is coming to the city. Expropriation, or forced nationalisation, of land will no longer be a purely rural phenomenon. The government of President Hugo Chávez has sent the national assembly a bill to expropriate private properties in cities if the plots are either not being used (the same rationale given for taking over 'idle land' in the country for food production) or if construction plans have stalled. These urban areas will then provide government-subsidised housing for the poor and middle class.
