Mexico: Can’t improve?

May was a fairly terrible month, as far as the observation of human rights in Mexico is concerned. With 18 months left to run of President Enrique Peña Nieto’s six-year term in office, there is a suggestion that that at this stage, the administration may lack the will or the ability to bring about real improvement in the protection of citizens’ rights.
