HAITI: Electoral process in disarray

Free and fair elections. That was what Haiti desperately needed in order to preserve political and social stability to encourage donors to stump up billions of dollars of assistance to rebuild the country. After the release of preliminary results by the provisional electoral council (CEP) on 7 December, however, the widespread conviction from partial and impartial observers alike was that they did not meet this twin requirement.
