Mexico: The unexpected kingpin

Raúl ‘El Tío” Flores Hernández was arrested on 20 July in Zapopan, Jalisco, and at first sight seemed no more than a run-of-the-mill Mexican criminal involved at some level in illicit drug trafficking. He was sent to Reclusorio Sur, a relatively low security prison in the south of Mexico City. But all that changed on 9 August when the US authorities identified him as the leader of a ‘Flores DTO’ (drug trafficking organisation), as important, according to some officials, as the notorious Joaquín ‘El Chapo’ Guzmán. He was quickly moved to the Altiplano high security jail and may face extradition. It appears his little-known organisation was particularly adept at money laundering and financial operations.
