ECUADOR | Key appointments. Pedro Solines has been selected as the new banking superintendant by the Council of Citizen Participation and Social Control (Cpccs, in the Spanish acronym). The Cpccs also ratified Fabián Jaramillo in his position as superintendent of telecommunications. These are two key positions given that some of the government's most acerbic criticism is directed at the media and the banking sector, the latter often being accused of controlling the former. Solines replaced Gloria Sabando, who has been accused by various legislators of malfeasance. He and Jaramillo were the first on a list of candidates compiled by President Rafael Correa for the posts. The Cpccs carried out a “citizens' contestation process" before making the appointments.
Created under the new constitution, the Cpccs began its work (to improve transparency in public office by virtue of increasing citizen participation) in March last year. The opposition contends that the new body, comprised of seven members with an average age of just 38, simply allows Correa to concentrate more power in his own hands.
