Three countries contest unique race

The race is on. Three capital cities in Latin America are in the process of constructing a major new transport system: the metro. Panama City is currently the most advanced, with the government estimating a completion date of 2014. But metros in both Bogotá and Quito are due for completion in 2015. The metro plans played an instrumental part in securing the mayoral electoral victory of Samuel Moreno in Bogotá in 2007 and the presidential victory of Panama's Ricardo Martinelli in 2009, as the public complained about traffic congestion and pollution in the capital cities. A proposed Metrobús also helped Norman Quijano win power for the Right in San Salvador for the first time in 12 years in 2009, but he is now discussing a sky train with two lanes.
