The International Court of Justice (ICJ) at The Hague has done it again. Just
as its 2009 ruling on the San Juan River which divides Nicaragua and Costa Rica
was deemed acceptable by both sides, ending a four-year long legal battle, its
provisional ruling on a dispute over a controversial project by Nicaragua's
President Daniel Ortega to dredge the San Juan, is being hailed as a “victory"
by both Ortega and Costa Rica's President Laura Chinchilla. While the court
order is only a provisional measure, with the sovereignty of the disputed area
still under consideration, for the time being at least, it appears to have
defused a significant source of bilateral tension.
