A drug-smuggling scandal implicating a top security adviser and
former head of Bolivia's counter-narcotics force (Felcn) is proving a headache
for President Evo Morales. As well as raising awkward questions regarding the
extent of links between drug-traffickers and government officials, it is
providing the US, the most vehement critic of Morales's “coca sí, cocaína
no" policy, with more apparent evidence of his failing battle against
drugs. It comes on the heels of a recent admission by Morales that Colombia's
Norte del Valle gang is now present in Bolivia [WR-11-08]. The US is linking
both developments to Morales' ejection of the US Drug Enforcement Administration
