COLOMBIA: Big changes afoot

The successes keep coming. Fresh from obtaining the position of secretary general of the Union of South American Nations (Unasur) for Colombia, unthinkable just seven months ago, President Juan Manuel Santos has now overseen the recovery of the country's investment grade rating by one international rating agency 12 years after it was lost, and, perhaps most importantly, he has been awarded extraordinary powers for six months by congress to divide and restructure various ministries and state agencies. It is fair to say that had Venezuela's President Hugo Chávez been given similar powers there would have been an outcry from the opposition, which would have been widely reported in the international media. How does this differ?
