reform." This is how the government of President Evo Morales explained its
decision to get rid of Juan Carlos Rojas, the head of Bolivia's land reform
institute (INRA), after four and a half years in the job. A more likely
explanation was an indiscretion by Rojas three weeks earlier which proved
embarrassing for the ruling Movimiento al Socialismo (MAS). Either way, the
departure of Rojas has focused attention on what is a core plank of the new 2009
constitution - redistributing land from the rich to the poor
