It is difficult to see anything stopping President Rafael Correa on 7
May from registering his fifth electoral triumph in the five years since he came
to power in January 2007. His government looks like comfortably winning the
referendum on constitutional and legal reforms: according to a survey by Cedatos
Gallup, 62% of 3,750 respondents would vote “yes" and 38% “no" in the
referendum. The figures closely reflect the approval rating of Correa,
confirming that the government has succeeded in its tactic of making the vote a
plebiscite on him rather than a debate on the desirability of the respective
