President Laura Chinchilla has lost control of congress. An alliance
comprising each and every opposition party formed to take control of the
congressional leadership committee on 2 May. This means that Chinchilla will no
longer be able to set the agenda in congress. It is the first time since 1970
that an incumbent president has been in this position. The main cause of this
anomalous development is the fissures in the leadership of the ruling Partido
Liberación Nacional (PLN), and factional infighting, especially over an
