BELIZE | Time to decide. On 15 April, Guatemala voted in a national referendum to refer its territorial claim over Belize to the International Court of Justice (ICJ). Belize is committed under the terms of a 2008 agreement to holding a similar referendum, and if its electorate reaches the same conclusion as the Guatemalan voters then the case will go to the ICJ. The indications, however, are that Belize will vote against the referral. The reason for this is simple enough. It is Belize that is trying to protect the status quo, and there are reasonable concerns about ‘litigation risk’.
