BOLIVIA: Morales encounters nationalisation setback


President Evo Morales raised some eyebrows on 1 May, International Labour Day, an occasion typically used to illustrate his commitment to the nationalisation process. Much was familiar about the rhetoric which framed his signing of a (largely symbolic) decree overturning once and for all the so-called “neoliberalism decree 21060" passed in 1985 under President Ví­ctor Paz Estenssoro (1985-1989). However, his failure to follow through with a pledge to further strengthen state control over the highly lucrative mining sector as a result of resistance from the miners, led many to once again discern dissent from within his nominal support base.
