Panama: Panama’s President Juan Carlos Varela has partially vetoed an anti-corruption bill (Ley 514), approved on 3 April by the 71-member unicameral national legislature, prompting concerns from civil-society groups. In particular Varela has objected to provisions regarding the imprescriptibility of crimes against public administration on the grounds that it violates the constitutional right to the presumption of innocence. His decision has been slammed by the students’ association Asociación de Estudiantes de Derecho de la Universidad Católica Santa María la Antigua (Aedusma) and anti-corruption lobby group Movimiento Independiente (Movin) which promoted the initiative in the first place.
