Morales’ maritime dream runs aground in The Hague

With an air of finality, Bolivia’s President Evo Morales has had his perennial ambition to regain access to the Pacific Ocean deflated by a ruling handed down by the United Nations (UN)-backed International Court of Justice (ICJ) in The Hague. On 1 October, the ICJ ruled that Chile, the present owner of the land through which Bolivia hopes to access the sea, was under no obligation to negotiate over the issue.
